What does the purchaser do once a discount covers their entire order?
When a discount covers the whole order, the purchaser owes nothing. When they open the payment link for the order, they can complete it without entering any payment information. A site admin, staff member, or store manager can also complete the order for them using Mark Payment Received from the order's Actions menu.
